Seat belts are especially frustrating. Not only are they very good at absorbing things, they also like to hold onto it.
In the past I have had luck by basically flooding the spots in question. Hit it with a great deal of interior cleaner, and blot that with a MF towel. Blotting is very important as you don't want to do anything to spread the stain. Hopefully this should be able to take care of it, just throw enough cleaner at it to loosen up and flush out whatever is staining the belt, and you should be good to go.

A water or citrus based cleaner is going to be the safest method, or removing the belt and soaking it in hot soapy water and scrubbing with a nylon brush.
Remember that the nylon is easily damaged by solvents and products with corrosive agents that will hinder it's ability to possibly save your life. I've heard alot of mixed reviews towards a 1:10 bleach:water mixture and read a study on it's safety in regards to nylon rigging for safety/rescue teams showing that it did reduce strength by a few percent. Although I don't know how viable a solution that would be as I'm not an IIHS or laundromat employee.
edit* And +1 for steamers and blotting- these guys are correct on both of those attributes.
