Removing paint and primer off of plastic surface

What is the best and safest way to remove paint and primer from in between the slats of my turbo wing? Bbywu suggested a clay bar. I was thing paint thinner, but I did not know if it would eat throught the plastic.

I don't think it's overspray. It looks like whoever painted it, did not paint it by accident. It has primer, paint and clear coat.

If you're talking about the white-ish stuff under the fins, that could be compound or polish splatter. Just open the hood, remove the bolts that are for that plastic piece, then clean it with a all-purpose cleaner.

Is that what you're talking about or did I miss something.

I want to remove all the paint and stuff under there. Plus to make matters worse, the turbo piece does not come apart. So I need a paint remover that is safe for plastics.
