An observation and a comment
This is a motorsport forum (excluding off topic section). That said it is my opinion that NO political advertising should be in the header at top of the page for EITHER party.

The mods can confirm this but in many cases, if you see a political ad (or any type of ad) at the top section that is a feed, it's because your computer has a cookie from a political type website that you may have visited in the past. In other words, the ad feed at the top and the actual ad that you see displayed is based and related to your own browsing history and the actual ad that you see may not be the same as what everyone else is seeing.

I am not going to argue the explanation stated by MGR-GT3 but this political ad has shown up on my business office computer repeatedly and still happening.
I have NEVER gone any website of this administration nor ever gone on any .gov site from this computer.
So what gives?
Question ... has anyone else seen this ad? Just wondering.
Thank you

I have not here. But I have seen ads on other places and I have not vistited ANY political sites either.

It may likely be because you have a tracking cookie which identifies your demographic data or just simply your IP address. In both of your cases it's probably your location (determined by IP) rather than a political site you visited.
