GSM phones can be unlocked if you have the proper software and cables to connect the phone to a laptop. I picked up a refurb pink SLVR L7 that was locked to Cingular for my wife, and had it unlocked at an independent cell phone store so she could use it with TMobile. Cost me $25. Once it's unlocked, you can use the phone with any GSM network provider anywhere in the world (as long as your phone supports the network band of that provider).

A lot of indy cell phone store owned/run by Asians can unlock phones for a fee. Search craigslist.org in your area with the searchword "unlocking", and it should give you a number of ads offering such services.
