rt 43 in white marsh --the skies opened up dropping barrels of rain--like most of the region got. car was jacked up on the median with some damage and 3 flats, top down just getting flooded with rain. looked like it had just happened but i didn't see anyone in the area--no owner, police or tow truck-- thinking maybe someone took the driver to get help or the guy was bending his elbow all afternoon and just fled the scene??
