Hi guys,
I posted this previously on the Off Topic forum and got a lot of great advice on things my friend can do to make his site better.
Since the site is geared mainly for Bay Area natives, I decided to post the update here.
Any pointers you would like to give will be appreciated. He did not focus on the GUI as he mainly focused on writing good articles as well as layout.

How much detail do you want? For starters I would take the articles out of their own scrolling div. Is that Lending Tree thing at the top an ad? It looks like that's the main point of the site, so I immediately think this is a generic placeholder site for Lending Tree and not something with original content.
I would also move the navigation to the right - the articles should be the main focus. Like this: http://blogs.bnet.com/pr/?p=105

Hey Slow, tell your friend to start over, that thing is pretty bad. Tell him to save up and then contact these guys, I heard they are the best www.aramidesign.com and make sure to look at www.aramidesign.com/web for some good stuff.
