my Dad told me about a car he saw in Soap Lake a while back and I think I found it using Google Street View (didn't feel like driving 2 1/2 hours from their house to check out a mystery car ). he thought it was an old Italian car (maybe he didn't look too closely??). It looks more like a kit car to me

Looks like one of these to me: http://www.avenger-valkyrie.org/

Poorly executed GT-40 Kit Car. Some of these can be fairly impressive but the guys that build them up correctly are usually in it well over 100k. That picture looks like the result of someone stretching a Fiero and calling it good.

Here's one that was done well: http://www.erareplicas.com/gt/gt.htm

ok I gotta ask......why in the HEL! would someone spend 100k on a kit car when the real Ford GT's are barely over a 100k right now

Haha... I'd have to agree with that line of logic - however I think they start out trying to recreate the GT40, not the GT... which are still 400k+

I'm not saying its a good idea, I'd take a newer GT over a kit-car any day of the week.
