Seen the tail lights flashing in car magazine test videos. I would've thought it's only limited to Panamera with launch control but even the 2011 Cayenne videos show the flashing lights at take off.

Is this a region specific feature or is there something that activiates this?

The tail lights don't flash it's an optical illusion secondary to the digital system recording the video processes the images. Welcome to the digital world!

 

+1 on the scenes you've seen and are probably talking about, but the 2011 model does pulse break when heavy breaking to let behind traffic know of extreme breaking ahead.
