The turn signal noise in my '14 4S is very quiet. If there is much outside noise or A/C fan is blowing hard -- can't really hear it.
Never seen a way to change the volume in the normal settings. Next time I get the PWIS II out I'll look for a setting there.

May be a "feature".

 

I’ve had a 2011 Panamera Turbo for over 5 years and noticed the same: turn signal basically makes no noise. It doesn’t seem normal, and I seem to remember it making more noise at the very beginning when I first got the car. Like so many other electrical things on this car, I’ve just chalked it up to “electrical gremlins”. I love the car, but I’m pretty sure it’s haunted…
