Is it possible that the light dimmer is all the way down?

Power supply fault. Disconnect the negative side cable, ensure the key is in hand (not in ign) reconnect battery and cycle battery "on" button at the bottom of battery on the + side. Shut all the doors, hood, hatch. Then lock/unlock with key or remote. Remote FOB may not work due to age of internal battery. Then attempt key in ignition to start.

CEM needs programming by a dealer along with keys and remote FOBs. You will likely need new remotes as you need the codes to enable them for reprogramming to new CEM.

I also have a 2006 V8V. I had to replace my CEM a couple of years back. The CEM is a Volvo unit. If you plan on replacing it you will need the car config file from AML in addition to AMDS & the key codes to compete reprogramming. If these are not available to you, you may be able to get it repaired by a Volvo electronics specialist and they can retrieve the car config from the existing module.

I also listened to your video. It actually sounds like you have a sticking relay on the CEM. Try replacing the two relays I'm pointing to in this photo. The second pic is the Volvo part info for the CEM.

Does the fan also run while the key is out of the ignition? If so I think I may have a solution for you. Just fixed a similar issue, relays would click and fans would run until the battery was dead with the key out. Otherwise, the car worked fine.
