wet sand the top layer off. wet sand until you reach the cf weave; you'll know when you do because the typical milky residue from wet sanding will become grey.
some clear spray paint might be able to penetrate the cracks too.

Use a 2 part spray epoxy made by a company called select products for the pieces on the dash. It is an instant hold after 30 seconds and it worked great on mine. This is a industrial type of adhesive/epoxy used in the fiberglass/custom audio field. Most shops who make fiberglass boxes will have it.
