3 piece wheel assembly...

So, I'm putting my wheels back together and have a question. I've seen it both ways, so I was curious as to what others would say. Should I torque the bolts before or after the silicon is put on the barrels?

lilindienplaya is infamous around these parts
I usually just hand tighten the bolts and run bead around the rim, then I let the sealant sit for about 10-15 minutes so it can firm up a bit, then I torque the fasteners down.
