Haha, no this is in Foster City, CA where it was a nice and balmy 48 degrees last night.
Brianja is correct, this is a 30 second exposure, with an LED light used to "paint" the car. I love the effect, and it's pretty easy to do. Lots of good tutorials on the web.

With the long exposure it gives you plenty of time to move through the frame without being visible. You literally "paint" the car with the light source. It looks like kitw took a more circuitous route around the car to make certain that particular areas were highlighted.
If you look closely you can see the source moving through the air in the far right of the frame (two parallel lines of light). I would guess that for that short period of time the source partially faced the camera.
Yeah, I was in a hurry to share and wasn't careful with my post processing yet. This was just one image, I have a few that I will combine and do a cleaner job of editing out some of the artifacts.
beautiful pics. Wonderful comments and suggestions. Santa left us an entry-level dlsr this year after a (required) class in digital forensic preservation & analysis last year. Light-painting is a necessary tool for first responders to record evidence, among a myriad of other professional needs/uses inluding enthusiast portraits, I'm learning. Oh anyway, just a wonderful discussion you guys. Thanks for the examples, tips and insight. And, that is a gorgeous Porsche!!
Can't wait to see the final product! I would have been anxious to post up some early results too.
