I re-edited this shot, much happier with the way it came out.

It's a 30 second exposure, at F7.1, with the camera on a tripod, with this humble light:

It's pretty easy but takes a bit of practice. You need a dark place, preferably with little to no ambient light. Focus the camera with the light on the car, turn off autofocus, and then do a 30 second exposure. During that exposure (best with a remote release) shine the light on the car, basically walking around it. It's call light painting because you're literally painting the car with light, using a stopped down lens, and a long exposure. Fun and easy to goof around with!
