My FVD Wheel Chipped :) Need Help

guys, my FVD steering wheel has developed some chipped paint. Don't really understand how, since I don't wear a wedding ring. It did have some small paint "dots" when new that were probably bubbles that eventually burst and caused the chips.
It needs to be refinished, but Is this something that requires painting or airbrushing?
Also, how do i remove this wheel? Speed Gallery installed it over a year ago, I know there are two holes that you access from the back, but is it a hex? or simple philips?
Any idea how and where I can get this refinished locally? I'm in the San Fernando Valley for work most of the time.
I'm sure bumper plugs can do the deed of course.
