Looking for bigger turbos; Which one?
I'm in a "somewhat" similar dilemma at the moment. I have only talked to a few tuners, and I have to throw my recommendation behind Kevin at UMW. He seems to know more about 996 turbochargers and every little intimate detail about them than anyone.
It is certain that no matter what you go with you MUST retune you ECU. From my knowledge, Kevin has a great method for doing this using a datalogger to help fine-tune your file. Upgrading your turbos without adjusting your tune is a waste of money in my opinion.

I had mine real time dyno and road tuned at EPL. Tony from EPL occasionally goes on the road guest tuning across the country at local shops. He can also do a remote e-mail/datalog custom, but that process can get tedious if you want to do it right.
Again Todd @ Protomotive will do the right tune for the car, some times it isnt just a simple flash or re map, all of us have so many things added that it is hard to have two equal cars.... so the best is to custom tune to what you have on your car and on that TODD is a master.
I had the option of several tuners with similar hardware but with the research I did TODD was the man for the final stage tuning, this isnt a matter of just bolting on new bettter or larger stuff, it is all on how you use the hardware...

I was in your position a few months ago. I went with Todd of Protomotive and I highly recommend him. Here's just one example of why I recommend Todd. My ecu was flashed when I bought my car. The durametric cable couldn't download Todd's tune to my car because my ecu was locked due to this tune. Todd had me ship my ecu to him. He flashed it himself and sent it back to me within two days and didn't charge me a penny for it.
My .02 cents I'd go K24/18g. I don't know about other 18gs but my turbos were made by Blouch.
Blouch does the turbos for Todd.
As I said, Todd is expensive but for tuning he is the best, IMO.
And he has given me excellent customer service always e-mailing me back and forth until I get things just right.

I'd say Kevin at UMW is the best. he won't sacrifice your motor for an extra 20 hp.
What I recommend is that you call each tuner and spend about 30 minutes with them on the phone, Proto, Evoms and UMW, get a feel for what they have to offer and make a decission. I don't mean to leave other tuners out, but I do not see these three here posting much, the others do. It's a big decission so take yout time and be wise about it. often you get what you pay for in all walks of life and this one appears to be no different I have learned that quickly.

Upon what evidence are you basing your claim?
Go look at the 60-130 standings and tell me who tunes the majority of the big dog cars? Todd (Switzer is helped by Todd). Tony is up and coming and is definately worth considering especially for his prices.
How many sub 7 second cars has UMW produced?

Not sure about Proto being the most expensive. But if you only have to spend $$ once, in the end it will not only saves you$$ but also headaches.
