Cleaning Exhaust Tips
We here at Borla Exhaust just came out with a Stainless Steel Cleaner & Polish for use specifically with exhaust & exhaust tips. We've also included a DIY video on our website that you might find helpful:

We recommend using bronze wool instead of steel wool. We've found even the softest grain steel wool has the potential to cause permanent scratches & swirls. After using bronze wool & our polish, a micro-fiber cloth will put on the finishing touches & have your tips restored to their original luster in no time!

My tips were black and I carefully read through all of the comments here. The tips on the top edge are shiny and I was concerned about using anything abrasive. I ended up going to a self car wash that has a high pressure wand and carefully worked around the edge. Then I used Armour All orange wipes and the black came right off. The only thing you see now is a little heat discoloration.
This was the best I could do with blue magic metal polish...


It took a few hours over a weekend to get both tips cleaned...45K mile car that had never had the tips polished. Maintenance is now pretty easy, but initially, it took quite a bit of elbow grease to get them shiny.

Yup.
That plus a dremmel and a couple of hours and my horribly black/caked/ugly tips were all shiny.
Now all it takes is a quick wipe with instant detailer and a microfiber towel to get them back to gleaming again.

Ah, the dremel. That's what I needed!! I did the couple of hours by hand, and of course it wasn't fun.
