What can I use to re-attach the "rubber seal"

Noticed that the third brake light (red plastic piece) on the GT2 wing is loose and the rubber piece (seal) is partially de-attached. There's some white residual stuff and is that epoxy? Don't know if I should just use super glue to put the rubber piece back.
