What is this whizzing noise?

What is this whizzing noise?

Looks like I'm headed back to the Mechanic....
Engine sounds like a high pitched kazoo that increases in pitch with higher rpms, and then a lower pitch whizz and rattle at idle....is this a belt/pulley? Performance not affected at all.
Man i hope its not major....mechanic said i would need a clutch reservoir soon, but i dont think that would cause this kind of noise.
Let me know what you guys think....

This mix up happened to me. My tech thought that my power steering pump was making the noise. He changed it and the sound was still there. Then he found that the belt tensioner just below the PS pump was the problem. $147 part. Look into this first. It still could be the PS pump and those parts are $1400, but try the tensioner pulley first. It does change pitch with rpm's. Good luck.
