Spoiler Issue

Spoiler Issue
I have a spoiler issue where it doesn't go up at all at speed, at least that i can tell. When I do it by hand in the garage it only goes up about 1 1/2 inches. The gap is even on both side, but no more lift or noise when trying to raise it.
I can lower it with the button also, but only after waiting a few seconds after I raised it.
Here are some pics of under the caps, and the wing itself at maximum height. it looks a little corroded on each one, but no signs of fluid, and the driver side is a little rusty.
Any ideas if this is fixable or not?

Merlin, there is so many discussion about that subject. Look at JJ bravo last post (https://www.6speedonline.com/forums/...ats-wrong.html ). The only thing I can see is related to hydraulic fluid and pump operation. If the pump is working than you need to add fluid... There is a DIY on fluid addition and bleeding. https://www.6speedonline.com/forums/...spoiler-2.html
