Eccentric Screw

I was changing my oil and noticed two very different levels on the eccentric screws (like an inch) . #22 in this picture

Is there any valid reason for this? I don't remember it being this way the last time I had the butt in the air.

the eccentric is for adjusting rear toe and is the reason most of us change to an adjustable toe arm and use locking plates as the eccentrics are famous for slipping and changing the alignment
