Can I run new turbo's without a tune?
I have K24's on the car right now. Have K16billets from Sambo that I was going to try to install soon. Can I slap them on without a new tune or do I need to get the car tuned right away?
I was gonna throw on my 997.2 intercoolers tomorrow with the help of some friends and figured we might tackle the turbo's also while we're at it. But if the car needs to be tuned in order to run right then I will hold off.

if you have a epl tune for the k24s you might be able to get by... not sure about the boost though since your on after market Wgs now... so be careful....

I would loosen up the wastegates first so you dont over boost,,rather be safe then sorry..
You can always tighten them up to get in the boost range..
I would also call EPL,Tony,for his advice with his tune...

If you are not getting into boost (or VERY little, as pulling lightly onto a free way) you would be fine as the ECU will adapt under closed loop. You want to make sure your car does not go into open loop (as full throttle runs or heavy load), being it pulls its timing, fuel etc off of the ECU's saved maps and those maps are for a K24 worth of flow and spool.
I hope that you just need to run this way, because you are just getting a 2 for 1 labor set up and you are planning to call EPL the following week to get a proper tune.

I put on 997.2 intercoolers tonight and followe the instructions by earl. I did not put on the new turbo's, still have the K24's.
My question is, with these new Turbo's it took a lot longer to build up boost. I did finally hit 1.1 or 1.2 bar but it took a while. Is that to be expected with the intercoolers or is it more likely that I have a boost leak somewhere?

Sounds like a boost leak. From all I have read (and in my experience with upping intercooler size on other cars), the lag difference with the 997.2 should be imperceptible.

Yeah the pressure drop should be un-noticeable (super tine amount) so somethings leaking. Pressure test. What hoses you have? They (most) clip in to the 997.2's a bit funky. Can you do a pressure test?

Why risk it?
Get a re-tune and do it right. The $2000 cost of a tune is going to be insignificant compared to a $15,000 rebuild when you blow up the motor from boosting where there isn't enough fuel allocated on the map.
