good point. but it seems as if the lousy or early technology involved has the shortcomings built in. further it seems the inherent flaws in this system only serve to maximize the difficulty, so as to make this process all but unbearable for the average person just trying to show "compliance".
that IS the "conspiracy".

so the new ones can "self park"? but the 15 year old ones can't tell that the exhaust has cats without first driving in circles for several hundred miles?

well enough. been going there for years. he's also told me the "sting" operation(s) conducted by BAR are in full effect.
no one is going to bend the rules even if they could, and i wouldn't even ask. that's never been my goal, and my car is compliant.
so my plan to set the last "cat" monitor to "ready" as it exists now after many attempts and nearing 300 miles of driving around at under 3k rpm ( try that for an adrenaline depriving experience ), is to try one last time on a long stretch of canyon road with a speed limit of 55 absent spotlights/signs. it should long enough ( and free enough of traffic ) to complete the drive cycle uninterrupted by having to "stop" for a posted sign or whatever has impeded my ability to follow the protocol to the letter.
for all i know, this is the issue as I've never been able to complete the first cycle and continue onto the longer 15 min portion without some break in rpm/speed etc.
my next plan is to drive several hundred miles several hundred miles to seek solace from some family members, have a good cry, then turn around and return, ( once the car has cooled and a new cycle begins..) and see if the long distance drive(s) helps to set the cat monitor. i just met with a porsche tech who told me he had to drive to fresno and back three times ( 600 miles or so ) to get his to "set".
i cant go to a bar referee because you have to first FAIL the "test" to even be "granted" ( ahem ) an appointment ( which i am loathe to do ) as that goes on the cars permanent dmv and carfax record. even if i fail and DO bite the bullet and ask to have a bar ref intercede in this absurdly prohibitive process, you get ONE PASS from the state ever. so not only can you NEVER get another BAR "pass/exception" ( even though they are fully aware of this bullsh*t and are doubtless sharing a collective chuckle all while making it highly problematic to have a fully compliant car allowed to run on the CA roads..) you also end up having a permanent flag on the cars VIN!... NICE!
so..you get a one time shot! at saving everyone from UNnecessary CO2 by driving around aimlessly in circles while attempting to meet the requirements of the state even if your car IS emmisions levels compliant. my point ( such as one exists..) is that all of this idiocy is required irrespective of the EMISSIONS OUTPUT of your vehicle!
my real concern with asking the "state" to intercede on my behalf and "grant" ( yeah, "grant"
) an "exemption", is that i also suspect that there be some forced time in the gulag for attempting the transgression of attempting to legally maintain a car on the CA roads with a "high emitter profile" ( such as our cars are classified... really..) should my situation ever actually need to be adjudicated by the "state".
..and no one besides me believes we are rapidly moving toward, if we not already have arrived at, some peculiar and freedom stifling hybrid of fascocommunistictotalitarianism?

another question rhetorical though it may be......, can anyone venture a reasonable explanation why in the past any car that met the emissions portion of the smog test and yet still had TWO of the readiness monitors in "NOT READY" and yet, was still allowed to "pass"?

It's not the drive cycle and your inability to perform it. I can tell you I went through all this. In the end, it was the software. Once I got a good flash, the readiness monitors all set easily with a casual drive, and second drive.
I hear you that unless you have your original tuners support, there's no good way to flash to anything else, and reinstate the original tune.
I bit the bullet and went Cobb. Flashed the stage 1 file, and passed with flying colors. Then got a new tune setup for my config and have been sitting pretty ever since.

so i suppose it might well be it's "time" ( arghh ) but i LIKED my OLD 1.2 tune. 
i suspect you're right though.. i just can't seem to reconcile the fact that i've done this before ( drive cycle etc ) with the same tune and exhaust! and it was like one or two uninterrupted attempts and bingo!
.. but again, i think you are right about this. i just need to ( ahem ) "exhaust" every single option before i simply "cobb" it, as if that does NOT do it?! then i'm just re-tuned out some more dough...and possibly left with with an "inoperable" yet seemingly compliant car, at least as it relates to its emissions output.
so, thank you for the advice. i'm about to go that route. have one long drive ( 100's of miles ) planned for this coming weekend. we shall see.

Haha Sunday on my third attempt at the drive cycle, I managed to get though it without any trouble in one smooth driving event, everything shows ready but the secondary air so I should be able to slide though tomorrow if I can get there without the secondary air throwing a code. We only get one not ready here in UT also, although some counties do not have any emission test. A good reason to move to Park City.

It's the tune. You need to get it re flashed or go back to stock. I went through this when I bought my car from Florida (no emissions state) back to NY (same as CA). I called Tony at EPL as I knew the tune on the car was from them. He turned the O2's back on and tweaked a few other parameters and then I passed no problem.
