CA Smog, it's been 2 years ... New rules ?
It's the tune. You need to get it re flashed or go back to stock. I went through this when I bought my car from Florida (no emissions state) back to NY (same as CA). I called Tony at EPL as I knew the tune on the car was from them. He turned the O2's back on and tweaked a few other parameters and then I passed no problem.

I've experienced CELs in several cars that have come and then cleared themselves in a few days. Given the nightmare of the readiness prep on our cars, this makes me wonder if the approach of fixing the potential issue and immediately clearing the code is suboptimal. Could a better approach be to fix the potential issue, then wait to see if the CEL clears itself and thus avoid the readiness issue caused by the OBD code reset? Is there any info out there on how long it takes for a CEL to clear on its own if the underlying issue is resolved?
jay couple of points re the codes and cels ( though I'm sure you know this...) is that any stored soft code is enough to fail you. so even clearing the code ( fixing the issue ) isn't enough to allow you to pass the "test".
thats exactly what is so insidious about this whole process! is that you can have NO "problem" and still have the readiness monitors showing "not" ready!
the whole thing was a cluster*ck, but my perseverance has paid off.
