I've seen this before and as advised above, thick and as large OD washers as possible with flange nuts and don't over torque. Shouldn't leak in this area if done right. Really not an issue. If welded, total disassembly and cleaning will be needed. Preheating for a good weld will be necessary and it could be difficult with all of the impurities in a good casting alloy that will separate from the parent metal. Shrinkage or distortion and pent up stresses may be a problem as it cools and cause other issues. Machining must be done to restore the mating surfaces on the case halves as well at the mounting holes. Been in similar situations with like castings for decades, my best advice is to leave it as is as the cases are still usable. Repairing is only an option if you are working with cases that would otherwise be scrapped. Welding is the easiest and least technical part of the repair.
