Help- H&R coilovers too high on front and cannot go lower

Had H&R coilovers installed today. Tech said the front (both sides) are maxed out on lowest setting and they are still setting the cars front very high. Anyone come across this? Ideas on whats wrong?

Also verify that the front shock is all the into the spindle. Those shock should have a tab that stops the shocks that should be sitting against the top of the spindle.
