Sent to referee to smog check
With Covid-19 the referee are doing phone appointments prior to an in person appointment, so it has taken time to get answers.
My reason for being flagged to go to the referee is that my ECU profile (taken during my previous smog test two years ago) does not match any other car like it in the state of CA which shows the ECU does not have the factory flash. I'll need to show them an invoice for work done to reflash the factory image and then I can get an appointment to get it inspected/tested at the referee.

Depends on how the tune was done. Cobb simply modifies the tables on the existing rom ID. Older methods actually used foreign rom IDs that shouldn't ever have been on a car sold in the US. Verifying expected ROM IDs and flagging any rom ID that isn't on the OEMs list of US market ROM IDs is easy, I really doubt they are doing checksum comparisons.
But yeah, this $hite ain't getting any easier here in the People's Republic.
In the notification I received, If my car is factory reflashed by anyone other than a dealer, I need to send the ref a photo from a tool showing the CAL ID and CAL CVN numbers before I can get the appointment for the car inspection. I guess once I'm at the referee appointment they will also check these themselves but want to reduce wasted appointments. I may be stuck going to a dealer as I don't know what tool can show the CAL ID and CAL CVN.

i swear ..and to road kings point. CA is making this as difficult for anyone with a car that has any aftermarket parts or whatever as "they" can. it's not about "air quaility" per se. good luck man. i feel your pain.

The dealer shouldn't charge much more than 1hour labor to flash the latest rom.
I've no idea what the original ROM is but assume it is whatever 2001 came with. Newer could be better. Do you know of a dealer that only charges an hour or two to flash?
any porsche dealer should only charge one hour to flash back to the stock map. its no more difficult than programming a key remote or whatever.
Thanks to this thread i dont feel singled out or crazy. i too had the surprise of going to state ref. I made sure my car was in good working order and now i am back into the normal 2 year rotation. If i had to guess, it might be ROMID comparison or maybe i was on the list of cars that went to a smog shop was being under surveillance.
I just went to a smog shop, they failed me for aftermarket diverters. I had removed my exhaust prior also. They are getting super picky now, didn’t like my silicone hoses either. They said anything not stock now they will flag. Best to ask them now before you test. This is getting crazy.
