Same problem here ...

The answer as to why the car needs to go to a referee is that there was something about the previous test which was passed two years before but the person had no details as to what it was. I've paid the registration so as not avoid the late fees and will need to wait till May to go find out what will happen.
Has anyone had this happen to them?

Went in to get my smog check, same guy for the last 10 years, he entered my info into the computer and before he hooked anything up to my car, it stated I needed to "Go To Referee". It appears CA is auditing prior year smog checks, and flagging cars that they believe have aftermarket tunes. I ran my VIN through the CA website, and it made mention of an abnormality in prior checks.

More to say, but best to leave it off the public forum. Hopefully I can get my tags, then decide whether it makes sense to keep a car like this in CA.

I assume things are only going to get worse, as I'm guessing they will want as many GAS cars off the road in the next 5-10 years, and will tighten the clamps further. Little chance of a moderate Republican (if any of them even exist anymore) getting elected in this state, as I think we need to find our way back to the middle here in CA. Try to find something that makes sense, if a car can be hooked up to the sniffer and pass, it should be ok in my opinion. CA is pretty much making it illegal to modify your car, for better or worse. These cars are around 20 years old, expecting them to be 100% stock down to every hose etc., seems a bit extreme. What do I know.

Wish me luck.

i was facing the same dilemma as each bi-annual test period seemed to get more difficult and/or the usual guy we went to was waving us off and saying carb was "on him" etc. 2 out of 3 of the last *star* stations i went to were dicey but "worked" and i bet had i stuck around, my next test that would have been due in april 21 i had a feeling the car would be flagged as noted above and was going to be a problem. so, between that and the other draconian stuff anyone in la county had to deal with from 2/20 onward was just too much ( finally ) for me.

when i went "next door" to reg my two cars. no "tests" no nothing and 15 minutes in the dmv and 50% at least cheaper than cali - and that was for two year reg stickers.

the writing is on the wall for an older modded car in cali. it's the squeeze play and it wasn't worth it for me any longer.

i had my fun living in the santa monica canyons for decades. at least i can keep the car and was even thinking of putting back my decat pipes!

good luck man.
