Any ECU that has been tampered with and does not have a stock file will be detected. We have a PST2 and I have confirmed this even with the counter being reset. There is a procedure with the PST that we enter the car code then it will scan the program per line. If the string does not match the original program then it will come back and display "tamper DME". So unless the system is able to read a totally stock program any flashed program can be seen with the PST2 and therefore the dealer. Your statement is a bit misleading.
As far as custom tuning, it can be done, it just depends on what the person wants to spend. It takes weeks sometimes to tune a car. At 105/hr I don't think you want to go down that road. For example I spent the day tuning a RSR with ITBs and full EFI. A day just to start tuning is sitting at 2500.00. I am not done. This is a very simple system (18 maps) as compared to the 2700 of the TT. Aside form that on the larger kits some of us have different programs that none of the GIAC dealers will have.
