what does "is that at the crank or wheels" refer to when referring to horsepower?
Crank HP refer to the power the engine would make on a bench dynometer only having to move its internals and crankshaft. Wheel HP refer to the power that makes it to the wheels of the car so it is the power made at the crank minus the power needed to rotate transmission, wheels, tires etc.
