I've heard/read that is was relating to the fact that all the cars with 19s were the ones with the longest lap times.
Maybe it has something to do with the very low sidewall, additional unsprung weights with the moments of inertia being being farther away from the center of the wheel/axle.
Those are the only things I can think of

A DOT tire is most likely what the rules called for. Hoosiers are DOT approved, however they are only made in 18".
