any of you 996TT guys from NJ know of any place that i can get my m3 inspected? i keep failing for OBD II for 'not ready'. thanks in advance.

No problem, none of my cars were ever able to pass emissions so everyone suggested a ton of places to me, when I drive past it tomorrow I'll give you the name, they just do a walk around of your car, make sure it doesn't have a check engine light, and let you go on your merry way.
