Should I supercharge or just do bolt ons???
I am purchasing my buddies 99 C2 Carrera for a great deal. It is obviously non turbo so I will want more speed or acceleration atleast. I need help here.
If I supercharge who do I go with? If I do bolt ons can I get close to what the supercharger would do for performance or not even close? Finally what would each of these cost to do?

i would do an expansive search on this site....wealth of info here.....especially on S/C's, which will run you close to $15-20K, so if you've got the cash to burn, by all means....
otherwise, there are some folks who install the RSS Plenums, intake, exhaust, headers, and high flow cats (maybe with a reprogrammed ECU), then be sure to drop it and put a set of 19's and you have a CAR......

After you research this you will conclude the only meaningful way to increase performance of a C2 is with a Supercharger. There are two option to go that route, TPC or VF. More here have gone with VF. The cost difference between a Turbo and upgrading a NA to an SC are about nil, depending on the year of the C2. So it comes down to what you want out of your car. A supercharged car will be faster than a stock Turbo, but throw a few $$ into the Turbo and that would change quickly. A supercharged car will always be a wolf in sheeps clothing which may appeal to you though.
My opinion is while I love the idea of an SC, I'd have to pass and get a Turbo for resale and reliability reasons. If I was was set on an SC I'd be patient and find a car on the market that has already had it done. There would be a price premium for the car but nowhwere near what it cost to install one new.

Since you don't already own the car, you should contemplate taking the extra 10-20K that you would spend on the upgrades and add that to your base price. You'll be close to 01-02 turbo prices. You can find a few dozen Turbos in the 40K range. So unless you are getting a 99 for $10,000, you might end up spending way more money with the upgrades.

NA Bolt-ons will run you around 10K (headers/exhaust/intake/plenum/chip/etc). SC will be around 20K.

Headers = fabspeed 1500
exhaust = 1000ish
200 cell cat = 1500
plenum = 1000
intake = 600
Are there any other bolt on available? Above is a lil less than $6000 worth of parts assuming purchasing it brand new and you would gain around 30hp (thats my guess).

Around 20K. Not exactly 20. As you know, prices vary. For examle, the Ruf Kompressor is 26K installed. What you are probably referring to are the VF or TPC or EVO SC for around 10-12 (again, not exactly 10-12). With install, the OP would still be looking at around 12-15K. As for 20K, it was a nice round in-between number. Next time I won't approximate, since I know the "state the exact price" police are out now. 
What other bolt-ons are you talking about? Sounds like you have almost everything except a plenum and headers.
Keep in mind that Porsche has sqeezed most of the performance out of the naturally aspirated 996 engines (3.4 and 3.6). The cost per additional pony in a well tuned NA car is pretty high. And, if the car is already tuned with all the other pieces, you probably won't get much more performance out of it anyway.
If the money is just burning a hole in your pocket, supercharging is probably the best in a cost/hp analysis. And there is nothing you can "bolt on" that will come anywhere close to supercharging in terms of hp. You can definitely try to find deals and bargain shop for performance pieces, but I doubt you'll find any big discounts on forced induction...

Im sure there will be a SC group buy this winter.... there have been a couple in the past during the holiday.... for you 3.4, with a good group buy, you can get it $12K installed.
