throttle cable adjustment 99 c2??

I was cleaning the tb yesterday and noticed my tb is not opening 100% check the pics. How do I adjust the slack in the cable? On the pedal there is a nut then a grooved farrel meant for turning then another nut. The farrel doesn't move and i don't want to break anything. Aslo there is a screw to attach the pedal to the floor and what appears to be a cover of something under that. I tried to pry the cover off but it wouldn't go what is that? Please help I want to have this out of the back of my mind!!!
TB now is currenly with the accelerator floored
TB open is with me turning it the rest of the way to WOT
The last is the slack between the stop where it should be open when currently depressed all the way by pedal.

Thanks Sean

Also how can I fix the rattle from the sunroof? It is fron the front middle only when closed. I was thinking felt or foam as if I put somethign between the headliner and the sunroof trim panel there is no prob.

probably a good idea to first make a $ contribution (notice you don't see a bunch of sponsors) and then e-mail loren or toolpants directly. they are both great guys and seem to enjoy sharing their wealth of pcar info.
