yes, thats just lifter noise. it goes away once oil gets pumped to the top. completely normal.

i find the lower my oil in the dipstick, the longer it makes noise. it usually goes away between 5-20secs max.

Sounds more like the chain tensioners than the lifters, IMHO. AS they get old they tend to leak down when the engine is off and take a while to pump back up. I have the same noise in my engine and have been planning to replace the tensioners one of these days. And these are a lot easier to replace then the lifters, which I replaced a couple of years ago.

not replace the tensioner because it will not do anything I mentioned, and further the same
