Instrument Panel Lights. Should I be concerned?

The last few times I've started my car I've noticed that a couple lights do not turn on. Specifically the safety belt and airbag warning light. Aren't they all supposed to light up? Should I be concerned?

I wouldn't be concerned as of yet, since it's just those two bulbs that are out but I would get them fixed and possibly replace the others. Those instrument cluster lights should be coming on. I believe they are separate bulbs for those with the '99-'01 instrument clusters.
