Exclamation HELP 2001 C4 will not start, no starter op

Sunday after church, the car wouldn't turn over! good battery, lights work, don't dim when I hit the start position. tried the second key no go.
where is the start relay and DME relay located.
Hint: When I went to start the car I found the car unlocked and windows down. Also on Saturday I found a gallon of water under the seat from a bad rain storm on Friday.

Sounds like a starter/ignition switch. Common failure, simple solution - replace it.

Sounds like you drowned your alarm brain. It lives under the seat. Pull it out, open it up and see if drying it out will resuscitate it.
