rear spoiler wiring

As we know, the spoiler raises and lowers at a pre determined speed, and there is a switch provided to raise it manually. If raised manually it will stay raised even after the reduced speed is reached, where it would typically lower again. But if the car is shut off with the spoiler still raised, it will lower itself after a few moments of driving. I was thinking of installing a toggle switch, so I could raise it manually, flip the toggle, and no matter what it will stay raised until the toggle is flipped again and it is lowered manually. Any idea how somthing like this could be wired?
