Bip when car is locked and unlocked

I most be missing something here I have a 2001 C4 and two quick taps the remote key and I get a quick horn and lights flash acknowledging the car is locked...isn't this normal?

I don't see anywhere in the manual that it disables the IR detector? Why is everything with the Porsche tribal knowledge? Where can you get a good operating manual that tells you all these little nuances with the car?
