like spyder said, i bet you it's the sending unit. a kind gentleman who helped me out while stranded on hwy 1 described the exact same problem and he told me it was just that.
as for vibration it's nothing to do with worn tires.... them tires/wheels are not balanced right.

I had conti's worn to the wear strips and they behaved this way untill they warmed up, and still slightly even when they allready warmed up...
Indications point towards a balance problem based on the noticeable difference at a certain speed, but the loudness of the tire leads me to think they are worn and may not ONLY be out of balance...
Of course it could be a combination of the 2!
