Which is the best German-based tuner?

+1 for Switzer too... (sorry guys)
If you insist on a German/European tuner, then I agree with what Mark stated above.
RS-Tuning is probably among the best in the world, money no object.
Having said that, however, and perhaps off topic:
We are not in the US. We are in the Middle East.
(We meaning myself and a large number of fellow Porsche enthusiasts.)
Obviously, when we look at modifying our cars, we do not get the added advantage of proximity to US tuners, such as our friends who are in the states.
So the proximity factor is not taken into consideration, despite the huge advantage that it brings.
Also, Europe is closer to us than the US.
Despite that, about 90% of us choose to work with US tuners.
Why? Several reasons:
1- Value for money... no need to explain that further.
2- Customer service: Working with the folks stateside has, in my experience, been a far more easy going, friendly and customer oriented experience than when working with Europe
(There are two exceptions that I know of: Europipe (truly elite product and customer service) and European companies with representation in the States when you work with the Stateside dealers such as Rhonda at FVD (Although I haven't personally dealt with her, everyone I know who worked with Rhonda came away very happy with the customer service provided.)
3- Trouble shooting and reaction to problems: most US tuners have proven to be excellent at taking responsibility when problems occur and doing their level best to correct the situation and do right by their clients.
I am personally aware of many cases involving some European/German tuners were less than impressive with their reactions to problems.
One case, the people at the company in question stopped answering/returning calls and hung their customer out completely to dry.
Another case involving a different company had to go to litigation before the company owned up to the problem and resolved it.
In short, while companies such as Manthey and RS-Tuning are outstanding in their own right if you can afford them, US tuners are slowly but surely taking tuners across the world to task.
Kudos to companies such as (in no particular order and by far less than complete, only for examples of outstanding value and customer service):
1- Softronic
2- Protomotive
3- TPC Racing
4- Sharkwerks
5- Champion
6- EVOMS
7- AWE
8- Prototech
9- Vivid Racing
10- Etc...

I have not tried to communicate with RS Tuning in years. At one time they were one of the best. Communicating with them was another issue and I gave up trying. I believe they have been surpassed by Manthey in Europe. As for Europipe, Steff and his brother Herman are one of the best on either side of the Atlantic for street exhausts.
With the above being said, their are a small number of US firms (four that I know of) who in my opinion have surpassed the motor building/tuning capabilities of Manthey and RS Tuning. Some of the names have not been mentioned above. When you get to the top, the pyramid becomes a lot smaller than people really think.
Chassis/drivetrain prep is another issue. Again Manthey is there, however in my opinion the same US companies are not there. There is a very small number of US firms that can go toe to toe with Manthey in this area.
The above was not the case years ago.

Why don't you stop by for a facility tour? We would enjoy showing you some of our products for the 997tt platform aswell as our development center.
The problem with Ruf is they are doing nothing with the DFI motors, one of the main reasons Wayne and crew dropped them. They're strictly working on the new Vin car motor. I will say my RTurbo 550 (converted from '03 X50 Turbo) was awesome with zero issues. That being said, the American tuners have had lots of practice in the last couple of years and have come a long way really negating the need to go elsewhere.

RUF, Manthey. I would do RUF if I had a turbo and wanted a European tuner. But for proper handling and track work, no one can dispute the credentials of Manthey...

Techart though is more aesthetic than a tuner.
As for US tuners, that is the route I took when I had a 996TT sometime back. I went with Protomotive, but believe that there are also other wonderful US tuners out there.... do not dismiss them too quickly... you will be very pleasantly surprised....
