low boost in 997.1 turbo

If you have 0,7 bar from each turbo, it doesnt mean you should get 1,4-1,5 bar. Pressure doesnt increase like that. Its not qty, its pressure.
So total boost is 0,7 in your case.
Whats the detail of your full setup? Turbos, plumbing, boost controller info etc.. There are lots of details.

i changed stock n75 with MAC..i measurement wastegate and show 0.6bar..so i believe springs is for 0.6bar
I would suggest replacing N75 with a newer N75 (instead of MAC).
If it doesnt solve it, either you have a problem in your wastegate lines (leaking, damaged etc...) or your boost control box is faulty.
Hard to diagnose without changing some parts. There are lots of variables on your setup.
