It looks like they are based in Hong Kong.

It states that you can choose material:

1. Fiberglass
2. Carbon Fiber

There is not the much of a price difference between OEM and these.

I would just buy OEM ( I DID!)

Would you really consider putting a fiberglass or carbon fiber bumper cover on a street car. One bump in a parking lot would shatter the cover. Also will transfer energy to mating parts instead of absorbing the force.

I agree, if you like to look then buck up and buy the OE parts.
