Painted rocker panels on 997.1 C4S

Painted rocker panels on 997.1 C4S

I purchased a 997.1 C4S last August from a Colorado dealer and it has painted rocker panels listed as a factory option. On the C4's there is a top half to the rocker panel and a lower half (that is normally undercoated in black). Recently when detailing the car I noticed that the lower 1 inch of the top half of the rocker panel has an undercoating underneath the paint and the lower half of the rocker panel which is painted has no coating underneath the paint. This leads me to believe that the lower rocker panels have been re-painted and that the rockers were stripped down to bare metal and re-sprayed without first undercoating them (as is done at the factory). Am I correct in assuming this? For those who have painted rockers, is there an undercoating underneath the paint on the lower half of the rocker panel? Thanks for your answers.
