Oxygen sensor failure codes

My 2006 S cab is reading the following codes (from durametrics) :
P0036
P0056
P0051
P0031

They are all failure of the oxygen sensor heater element for all 4 sensors. The CE light came on a few starts after I disconnected the battery to work on a radio swap out. They come back after I clear them.

It seems odd that a car with only 16,000 miles should have all four sensors fail. Is there a control element that could have gone bad? The car otherwise drives fine.

Any thoughts?
