Drivers must also pass a vision test and a written knowledge test upon license renewal if they appear in person to renew. Drivers age 70 and older may not renew by mail, so they must appear in person to renew their licenses every 5 years. The knowledge test is useful for determining the driver's mental competency, and cognitive and language skills. Following review of the Report of Vision Examination, the driver may be scheduled for a Drive Test or Special Drive Test to determine whether the vision condition impairs the ability to drive or whether the driver can adequately compensate for the vision condition. The Guidelines document provides matrices for visual conditions, definitions, range of severity, whether a driving test or special driving test should be administered for a particular acuity level, and what kinds of restriction (including limited term licenses) should be placed on the license. Restrictions could include corrective lenses, sunrise to sunset driving only, no freeway, area restriction, additional mirrors (right side, wide angle, panoramic, right- or left-fender-mounted mirrors). An immediate revocation may be imposed after an examiner gives a driving test or special driving test to a low-vision driver who has performed dangerously poor and the condition renders the person unsafe to drive.

A fix it ticket is not as big of an issue as an accident with an injury linked to a car (a Porsche no less) with illegal tint . That's when the caca hits the fan .. not with thse little tickets,
Prevention is key .
It all boils down to the risk and in my opinion .. it makes no sense at all.

Once the DMV is notified (of "restrictions" ) the insurance company has access . I think it's best to cover bases and inform them too so that this way there's no surprises with coverage or possible rate increases .

The facts are that several California drivers did receive citations (tint or tag violations).
None (on this thread) have claimed to have any visual "problem" (as opposed to an "impairment" --point noted).
The laws themselves are the facts and so are the citations and penalties that they admitted to paying .

easiest, fastest, and cheapest way to place the plate on without drilling is using 3M outdoor doublesided tape (that is if u are deciding to place one on)
it will not come off while driving...i misaligned mine first and it took at least 10 min to pry it off...try it ..ull see.

I wonder if those talking about and stressing "laws" are being consistent about keeping other laws & vehicle codes under the hoods of their vehicles. Just a thought about consistency. No harm, no foul. 
Front license-plate requirements in CA are but for one purpose and one alone, as we don't have red-light cameras all over the state.
They are for the reflection of Radar & Laser guns. Period. Revenue generation by (mostly) our beloved motorcycle police hiding in the shadows under an overpass near you. End of story.

I got the windows tinted at 20% all around (lets in only 20% of the light) and the front windscreen at 40%. Never had any problems with cops, I guess the ones around my area have better things to do...
Once I had a car with the front number plate leaning forwards off the vertical plane, around 30 degrees. Dealership did that in my home state and in another state got pulled up for it. The policeman was just querying why I had it that way and why my state would allow it. He just said that if I were to stay for too long in this state I would need to change registration... I just told him I was only here for a week and he just let me go (I was actually there for a year
