LED light modification

On you tube videos and other videos posted by fabspeed, TPC, etc I see that the LED lights in the rear are "rolling, going from left to right, etc" , what is this modification?

There were no modifications to these cars... that's just how the LEDs show on camera...

I took a video in HD at my last track event and the lights look normal on the video so I am perplexed......
