plastic covers under the car are all missing!
I think you have to remove some to get to the coolant lines and A/C lines running from front to rear - not sure why else.

The covers could have been removed for a number of service requirements, it is possible that they were removed and someone simply forgot to put them back on. If there was damage to them, it would be obvious at the mounting points, and if your inspection didn't show any signs of damage, I would just write it up as a mystery, and buy new parts, or leave it as is.

There are many reasons for removing the under panels, but among the most common are the need to access the coolant lines and the shift cables. With these panels removed, you also have great visibility up into the tranny and the engine, etc. Regardless, the 6 pieces fit together like a puzzle, in that there are places where one piece fits over another, or under another, and in fact you can get intersections where up to 3 or 4 panels overlap, and must be stacked in the right order.
Here is what mine looked like when I took them off for the SC installation. At the time, as I removed each one, I labelled each point where panels overlapped. Closest to the ground was "1", next level up from the ground was "2", and so on. It saved me HOURS when it was time to get them all back on again.

Agreed, and based on that theory could have easily been put behind something to keep them safe and out of the way... after an extended period of them sitting behind something are forgotten or even thrown away.
