what tool to use to remove these
I just want to clean the heads of these pad guide screws (yellow arrows below) on the bench grinder wire wheel. What tool to unscrew them? 09' C2

I don't have that bolt on my PCCBs, but they look like a triple point/XZN bolt.

Why don't you just paint it with some phosphoric acid & top coat it with paint? The phosphoric acid will kill any rust.
