Thorny: Yes, it is.

Whenever a car like ours is going the speed limit or below, the first two thoughts an LE has to entertain are impairment and awareness of guilt.

He spent the first mile trying to decide if you were drunk or otherwise unfit to drive. Then he started assessing your "awareness of guilt". If it's just concern for a speeding ticket, then he doesn't care, but most of us don't go that slow even when running next to a marked unit, so he has to consider "is that car stolen?" The next mile will have gone by while he waited for a report on your plate. All that time he was checking your passenger if any. Could you be carrying someone against their will? What about... He's running down in his mind all the reasons he has seen people cringe at the sight of his car.

Basically, "Why the hell is this guy driving like a wounded Prius?"

Next time, don't go so slow. And check your six better before those entertaining merge exercises.

+1. LEOs have too many other things to worry about to play mind games.

What was that all about? Is this normal procedure for CHP?
Happens to me all the time in my 360

If it is normal procedure for CHP to ride your tail then we should make enough complaints to change it. CHP can not be allowed to create a dangerous driving procedure that endangers the public.

Count your blessings, he caught you and he wanted to let you know he caught you, but he didn't want to mess with the ticket, so he gave you a warning.

You can see how this is really meant to be done on this clip from the movie Super Troopers:
